There's a guy that does this at our campus and apparently others. I don't know her deal, but his is to spew out extreme southern style Christianity and racism in hopes of getting hit. This way, he can sue the university and the student. Just a heads up if anyone encounters them, don't give them the attention to help draw a crowd. They don't deserve anyone's attention.
Maybe low-key mention that to them next time they come on campus. To help you out, here are three recognized examples of disturbing the peace that apply to your situation:
1.) Using offensive words in a public place likely to incite violence
2.) Shouting in a public place intending to incite violence or unlawful activity
3.) Bullying a student on or near school grounds
Oh, and if campus security won't help, check your local laws regarding citizens arrest. I know that where I live I can place someone under citizens arrest for doing things like that, but the laws differ from place to place.

Thanks so much for that. He comes around once a semester, so I'll be sure and bring it to their attention
Also, if you feel like just being a dick back to them, call for an ambulance and tell them you have someone with possible psych issues, stroke, altered level of consciousness, etc and you think they might harm themselves or others.
If there is 2 things I've learned I this life, that is: 1. The best way to get people to believe in an all loving God is to tell them how much He doesn't love them.
2. If you want people to understand where you're coming from, you gotta tell them how wrong they are. In fact, get in their face and scream it. Hell, you should even get in their way not letting them pass you without telling them how wrong they are.
