I made a plate with cookies, sugar, milk and coffee for the guys fixing and renewing our pipes. One of them got excited (and finished the cookies on his own) the other two looked at me like I was mental.

And guest, no I didn't. I grew up in a Grade 2 listed English cottage
I always offer a drink at least, sometimes I'll offer food if I know they'll be there a while.

What's the protocol for this?!?!?! I have done repairs, remodels and paintings on houses and I've been offered food and drinks and always said yes to both. Should it be a yes to drink and no to food or what

I think it's fine to accept but not expect. I mean, I'd love it if someone took food I offered or more than just a water. I think it just depends on your personal preference or company policy (if that's even included in it)

I never expect anything I'm just there to get the work done but the lady I'm painting her house for always comes out and smiles and says "Raven you're doing a great job want some watermelon as a reward?" and I say yes cuz I don't wanna seem rude. Any advice?

If you're fine with accepting food/beverage gifts, then go right ahead and accept them. If the customer wasn't okay with it, they wouldn't have offered in the first place, so no worries :). If you don't like the offering, or just think yourself that it's wrong to accept for whatever reason, politely decline, "oh, no thank you -with a smile- I appreciate the offer, but I'd like to maintain a form of professionalism" or something like that, even though you CAN maintain professionalism while accepting consumable gifts, simply by just staying nice and continuing to work hard
