I don't see this having any actual use in the real world. These test drivers are professionally trained. Most notably the captured car... a driver trained to know how to deal with a sudden loss of vehicle control. Training that criminals on the run do not have.
These captures are also performed at low speed surface street speeds, not highway high speed chase speeds where they are really needed... but also where the margin for error and accident is much, much higher.
I can see real world deployment of these only causing very messy and probably fatal accidents.
