We believe that you are disgusting, perverted, antisocial failures at life, so we added unrealistic fanservice for all femal characters in our show. And instead of being absolutely pissed off that they are thought of this way, the viewers just eat it up like the shameless pigs they are.
That's why you gotta look for the good shit that either completely refuses to do that, or is aware that its doing that and makes fun of it. JoJo's Bizarre Adventure doesn't have any fanservice at all really, it's just fuckin hilarious, and one of the main themes of Kill la Kill is the less clothes you wear, the more powerful you are.
Yes, there is an absolute shit-ton of anime that's just dumb story and shameless tits everywhere, but the truly great ones do more than just shove an ass in your face every 8 seconds.

Those numbers are debatable. Of the shows I watched last season, less that a quarter of them had any fan service past a swimsuit episode.

Jojo does contain fanservice, it's just mainly in the form of guys. But if you think that anime contains rampant fanservice almost all the time, perhaps it's time to step away from Keijo!!!!!!!! and look at stuff like Terror in Resonance, Charlotte, or BlackRock Shooter. Besides, there are plenty of anime that include small amounts of fanservice while having great plots, like the aforementioned Kill La Kill, and even being incredibly philosophical, like Steins;Gate or Ghost In The Shell.
Meh, Charlotte kind of shit it's own pants with that ending, and that's ignoring that part of the ending that could have been used as a concept for it's own show that would probably have been better than Charlotte itself.

They really could have extended the show to 26 episodes and made the second half about Yu plundering all the powers. That would've been dope as hell. I did like the last episode but it definitely could've been fleshed out to double the length of the series. Aside from that though, I thought the rest of the show was pretty good.
I feel as though extending the series would have made it worse. It would have fallen into the same trap as the first half, all monster-of-the-week style, and you'd never actually see many powers used other than in that episode. The way it ended kept a good pace, showing the effects of the constant plundering on Yu's mind without having to make slow, imperceptible changes required for another 13 episodes. Besides, spending more time in other countries than Japan could have led to some difficulties with cultural differences.

Maybe if, in this hypothetical extension, they split it up so it wasn't just Yu's journey but also the effects on Tomori and Ayumi, as well as Shunsuke's dealing with the loss of Kumagami, then it could've worked.
You do have a valid point about the cultural differences though.
To be fair, one thing I find entertaining about anime is seeing their skewed views on other cultures. Stuff like all American characters being blond, or that one scene in Aldnoah.Zero of New Orleans where no one was black.
