not to mention, horses are decently smart. A horse isn't just going to run off of a cliff because the human tells it too. or run into a tree if it can see it.
They won't run of cliffs or run into trees (usually). But the horse won't hesitate to cross a busy road when the rider tells him to. With that you still risk people's life since a collision between a car and a horse still ends pretty bad for horse , driver and rider.
Also you can still get in trouble for being drunk on a horse. I can't think of what the exact law is called but the cops don't go aha you've outsmarted us.
A friend was arrested for DWI on his horse several years ago, they let him go after several hours to sober up with a warning that next time he would be charged. He frequented a bar several miles down the railroad tracks that passed near his house, wen he crossed one of the roads on the way home a Sheriff's Deputy saw him slumped over in the saddle. He contended that the horse knew the way home.
