I'm pretty sure that's just an info graphic about the road.

We Americans have what we call "headlights" on our cars which allow us to see our roads without having to make them glow.

Are you honestly implying that's because of a lack of glow-in-the-dark roads?

Yes. Glow in the dark roads cause happiness which leads to less car death. Trust me I got that from Ted Wellow the Wizard Fellow

Five Hundred Meters.... so, like 1,640 ft. Not the entire country, not even one kilometer, barely over a quarter mile. That would be something on the order of 20 lamps which would allow you to see animals and pedestrians well in advance of your headlights... replaced with glow stickers which last about a year and then must be replaced.
