Depends how it goes down. Straight on assault, yes. This may not may not differ if Hobbes used strategies like climbing trees or ambushing Pooh. Although, in the given situation, Pooh would definitely win.
The Tiger wins... pretty much every time... It would have to be in wide open space that is extremely confining at the same time to lose. My points being, since the 1880's there have been multiple documented cases of Pumas (a cat that weighs 220 lbs near max) killing freaking Grizzlies (bye bye size advantage) but zero cases of a Grizzly ever killing a Puma. This comes down to how each has to survive... Bears are omnivorous, they won't attack a Puma they know can outrun them because they are really never starving to death, they can just eat flowers or fish. A Puma gets pushed to the brink a lot, they are pure carnivores; they are stealth hunters. Most people who get attacked by Pumas never see it until it's on top of it, and these are people looking out for Pumas. Bears don't look out for Pumas... the Puma could land the killing blow before the bear knew what happened.
Now, Tigers hunt nearly the exact same way as Pumas except they are 3x the size and MUCH stronger. Bengal Tigers regu
larly hunt Malaysian black bears, and Bengal tigers regularly hunt Siberian black and brown bears (basically Siberian Grizzlies). The only two bears that MAY stand a chance are a Polar Bear or a Kodiak... but even then there are recorded cases of Tigers, both Bengal and Siberian, killing Polars. Hell, there is even a case of a Lion killing a Polar Bear... and if you know any history, tigers absolutely own lions in any 1 on 1 fight, with like 90:1 odds... the Romans thought that fight was a joke... and if anyone knew about pitting all these mofos in a pit and letting them duke it out it was them. In an arena, it would be really close because the tiger would lose the stealth factor... but tiger's don't break nearly as easy as you think... I think the speed and precision still wins; especially if the bear rears up; that's just a clear trachea shot for the tiger. A bear 2x the size of a lion has a bite force about 100 PSI stronger than the tiger, but the tiger has far longer canines, and
any bite to the top of the bears head or neck would end it, stuff tigers practice for. Bears don't actively practice attacking like that... they fish, eat flowers and honey and may attack a baby moose once in awhile, which they kill with brute strength, not precision.
Brown bears and polar bears do occasionally fight Siberian tigers, the largest species of tiger in the world, and 9 times out of 10 come out on top. Hobbs appears to be a Bengal tiger and his only experience with bears would be the far smaller sloth bear which, despite being roughly half as large as grizzly bears and being insectivorious, have been known to kill Bengal tigers.
Bengal's routinely hunt freaking water buffalo, an animal MUCH larger and more powerful than a polar bear, but nowhere near as smart... I'd still give the edge to the tiger unless it was in an arena.

yeah, and Siberian Tigers are smaller than Siberian Browns, which are basically just Grizzlies in Siberia.... Yet Siberian Tigers still ACTIVELY hunt them.
not true, adults are just far rarer, but documented cases have occurred.
You very rarely see bears killing tigers though, it's kind of like when a zebra kills a lion; sure it happens, but the zebra doesn't go out of it's way to murder lions.... where-as the lion is built to hunt zebra.
And I conceded that in an arena it would be closer to a draw, a Kodiak or Polar bear would might likely win. Are you just arguing for the sake of it at this point? Because then I might go back to the pumas.

In the context of the picture, let's just assume it is an arena.
if we go with the context of the image, Calvin has a Tyrannosaur and a massive Pterodactyl... while Christopher has a dumbass/smartass owl, a crackhead tiger, an apathetic donkey, an old man rabbit and two kangaroos. Sorry, Tyrannosaur smashes.
