Ca va. Though since she's just meeting him, she should use comment allez vous. More formal and polite. Ca va is used for friends. If I remember correctly

Pretty sure it's appropriate if they're young and both the same age.

I haven't seen it, but linguistically/culturally it would seem to be also appropriate if she would like to befriend him, in addition to youth and age as @mialinay mentioned.
