Unfortunate, but the organizers must have made necessary arrangements for the Chinese runner,. The Kenyan lost because of her kindness, blame goes on organizers..

Not sure why the organisers are to blame. The Kenyan gave the Chinese runner water out of kindness, it was her choice. Perhaps the Chinese runner should have been more prepared, maybe carry a rucksack that had a bottle with a straw coming out. Or he could have had a running partner to give them water. Whilst the organisers should be responsible for ensuring adequate refreshments are available at regular points it should surely be down to the runner to take it or be otherwise prepared.
