It was because they felt like he insulted them. They way they were thinking was that he was saying "You are so poor I will pay for you to use the toliet so you don't pee in the streets like a dog."
When really he was probably just tired of people peeing in the streets of the city. Over there that is actually a huge problem. The filth and garbage that litter the streets is over whelming.
