It could be 2 separate pieces of cloth. One is 100% cotton and the other piece is 100% polyester.

But considering the whole article of clothing, then it should be maximum 100%. I do see where you're getting at, though.

It could mean that it's 100% Polycotton, which is a material that is both polyester and cotton weaved together.

Wouldn't that be 50% polyester and 50% cotton then?

I'm not sure how it works, but usually a material would just say 100% Polycotton because they've just been woven together to create a completely different fabric.
