Same goes to people who spend all their money the second they get it. Or spend it all on fast food. Show me someone who works 5 days a week 8 hrs a day and after paying thier bills has enough to get a stick if gum. Because sometimes lol that is me. We seriously one time paid all our bills for the week and when we were done I asked how much do we have left. My husband dug into his pocket and pulled out the only money he had. A dime. (We get paid weekly)
I dont smoke or drink, but you are basically saying, people who buy things that are for enjoyment purposes can't complain when they don't have a lot of money

So, why not buy food for themselves or the kids, or the dogs they usually own. Too many beggars in Portsmouth who beg for food with a cigarette in their mouth and a dog by their side. The dog I kind of get, but if you're smoking or drinking when you ask for food, you won't get spare change, because I know it will be wasted.
Anything you don't need to survive is a luxury. We can sleep on the ground and survive on beans, rice, and veggies every meal (many in the world basically do.) So much we think is "needed" like video games, tv screens, or smart phones are luxuries that aid us but aren't needed. To someone else my hobbies look dumb and wasteful. How can I judge someone else for what they enjoy? Can I say that going to the movie theater is ultimately any more productive than stumbling around drunk for a couple hours? Wealth is relative but you'll find millionaires complaining of money troubles. "But they have so much it doesn't matter. I'm struggling!" Are you struggling as in "Cambodian laborer" or as in "Western poverty"? Becaus many look at "poor westerners" and to them that "shitty house" with "no money" we look like the rich assholes complaining while they work twice the hours for 1/10 the pay. So- people complain. It's called venting. I'm not in a position to judge others in that department.
Look, you cannot reduce a perso to be allowed no more than to 'keep warm and fed' because that is no more than the needs of animal (I love animals, go animals!) If smoking a sigarette or having a drink gets you through your day, you do you. Allow people something that makes them feel like everyone else for a moment, especially if they are sitting on a street corner begging.
