Well, in animal farm, old major stated that arms are tools that man uses to cause his mischief, so it's quite safe to assume that the falcon's talons are legs, not arms, and it's wings are also legs. Objections?

I've actually seen one do it in my back yard... the pigeon basically exploded it was crazy.
