Glitch in the matrix?

The flashes give it a more sci fi feel

I thought traffic light cameras were attached to the traffic lights? The camera is back from the intersection.

Where I am they have some off to the side so they can get a better picture of the license plates

They have high speed cameras at certain angles so they can take pictures of any car passing by. The aren't near the traffic lights, they are about a couple hundred feet
