How does one create meat? They could have provisions for animals untill it's safe to come out. Also, a nuclear war is super unlikely bc Russia isnt going to fry America. Puttin desires power and wealth. Not much of that to go around if everybody is dead and fallout is everywhere. Same with China. We are their main source of income.
