There have been too many people that have been assaulted by not giving out numbers or talking to someone like that at a bar (guys and girls). I had to tell someone I was married (I'm not) to get them to stop flirting with me and trying to get me on a date with them.
Aside from the whole being scared thing, people can also be annoying. " no, I don't want to give you my number " turns into someone begging and annoying you for the rest of the night. Giving a fake number gets them to go away cause they think they got it.

If the dude were like drunk and scary, it's better to give a fake number and flee than to risk it and say no
