People in America are idiots. If a certain group of people is more likely to commit crime, such as black people, then it's not racist to say that they are more likely to commit crimes and to monitor them differently.
Get in trouble? Yea. But be wary? No. If person A is more likely to steal an item than person B, then you will watch A more closely than B. It's a side effect too. They are more likely to commit a crime, so they are watched more closely and as a result get caught doing more minor crimes. I very much doubt that black people are being arrested for thing a white person doesn't. Black people just get caught more.
but the perpetuation of that stereotype leads to them getting caught more for minor crimes and enforces the stereotype that they commit more crimes and are then scrutinized even more. Drug use is the perfect example. If anything, drug use is higher among white people, but pretty much every other race is incarcerated for it at a higher rate; east asians and native americans being the only two groups I can think of with a lower rate. In my city, if I go to the ghetto I see more cops than I do when I'm in the suburbs... so naturally there will be more arrests in the ghetto regardless of the rate of crime. It's a snowball effect.
