It's a combination of zoom with dolly in/out while maintaining the perspective focused on the subject. In this case, the concrete block.

Yes but how does it allow us to see the top of the block in one "frame" but not in the other?

I think it's the angle of the lens, when the dolly is close to the block, the angle includes the top of the block. Almost like the angle includes looking "down." Further away, the angle loses line of sight of the top.

I think the most recognizable usage of this effect, at least for for, was in Jaws, when they use to zoom in on Chief Brody after the shark attacks.
