Apparently not, I didn't know much about them so I did some googling and watched vids of people with service dogs and it's actually illegal to do anything that might distract them.

it might be an emotional support dog, does nothing other than keep the owner happy

It depends on the owner and the dog. If the owners says its okay, then you can pet them.

Yeah, just ask first but like it's illegal to distract them apparently but if the owner says it's cool then sure.

It's illegal to interfere, as in not allowing the animal in establishments or limiting the movement ect, destracting isn't really something that can be controlled except through training if the animal involved. Basic rule is, if they are wearing their patch on their harnesd, do not engage. I know mine hates having to wear her patch because she loves socializing with people and knows the patch means that won't happen.

Yeah, thanks, that's good to know. Not many people know those rules, I know I didn't until I went on a youtube journey and ended on a service dog video then looked into it more.

May be an emotional support dog or that the person has an invisible illness, not necessarily that he/she's visually impaired.
