However, on the other hand... I am assuming that the deaf people have made plans in advance for their video calls, given that they would be unable to hear their computer or phone notify them that they are receiving a call. Therefore, it could be assumed that they would know where the other is. Just putting my "two cents in".

Exactly. I was trying to come up with a way to say it politely. Hence why I had suggested those types of calls are probably preplanned.

Well, that's leaves the thing you take with you, you know, to places, and which vibrates if someone wants to "speak" to you. And where you could possibly wonder where your conversational partner is located.

About the "2 cents" thing, we could also say that sharing different opinions is a little like playing Poker : you gamble more money on your opinion after someone has started the game. When someone gives his opinion, gambles start at one penny, and if you give your opinion, you have to trump with 2 cents. Does it makes cents ? (pun intended...)
