Things are not so complicated :
1) do not compliment people you don't know about their look or outfit.
2) do thank people for their behaviour, whatever you know them or not : "you've been helpful" , "you've been nice".
3) if you know someone enough, but are not relatives (regular customer, colleague, people you meet on train or bus...), do not compliment their look or outfit unless it is very special. And if you do never mention the body : don't say "nice abs, dude" or "I love your booty", but say : " I like your shirt" or "what a lovely dress!" . This kind of reactions must be very occasional.
4) unless you are family or very long friends, never ever comment people's sexiness or beauty. It's akward.
You'll notice I don't say "women" or "men", because these rules apply to anyone :)
Just don’t be a damn creep. Tone changed everything. Setting too. If you are a security guard or a teacher, don’t say that shit. If you’re at a club, you can eventually say that but for God’s sake, be civilised.
