Rusty spotted cat. Not the smallest cat in the world, the smallest in Asia, and one of the smallest cat breeds in the world. Full grown they are about (15-19in)(39-48cm) long and weigh (2-3.5lbs)(.9-1.6kilo) they make sounds like kittens and the one you see here is almost fully grown.
