If the conversation was about him wouldn’t he exclude watashi wa as it is in normal speech?

It would be optional but if it's the beginning of a conversation or if they were talking about someone else just before "Watashi wa" would be needed.

Well, yeah because yume only means dream as in the noun. "watashi wa yume wo miru" literally translates into "I see/watch a dream"

Just because a word is a noun and a verb in one language doesn't mean it's going to be so in all other languages
