Sounds to me like a declaration of war followed by no one wanting to act first and eventually just got forgotten about until their ancestors realized that war was still "Technically" going. So they probably had a good laugh when declaring the wars end.
I think if I remember it correctly the Netherlands we're going to back up England in their war with Scilly, but when they saw the English got it in the pocket, they thought "eh" and remembered years later that the war was technically still going, because no official peace treaty had been signed.
While probably not the longest, the Dutch did have the 80 year war, which lasted something like 92 years because they decided to have a 12 year break halfway through I believe
