You're stumbling through the woods on your own.. you've lost all sense of time and orientation, you can't even remember the last time you've seen any signs of civilisation on your way. Then you hear it. A distant noise... the rustling of leaves? No it's something else... it's getting closer and closer and as soon as you hear that it's accompanied by the sound of countless little paws hitting the forest floor, you suddenly realize what kind of noise it is - the horrible snarling and wheezing of dozens of shortened respiratory tracks.

To be fair, turning wolves into pugs and Chihuahuas isn't something that would ever occur to an engineer.
1. He probably said that they *dont*, not doesn't, and also *past* rather than passed. Way to insult those stupid engineers.
2. I can't think of engineers or any people in the US who don't know that dogs are descended from wolves, but I can imagine other countries where pet dogs aren't a part of the family or they don't have wolves where people just don't think about them as much. Plus, there was an article on LinkedIn last week about all the engineering grads in India who couldn't do the most basic engineering tasks, so there are definitely places that move students along to award a diploma where they don't know much.
I'm an IT recruiter, I see IT engineers everyday and some of them are so stupid (like not knowing how to use the intercom at the door of the building). High grades doesn't mean intelligence !! Conclusion : There is stupid and smart people everywhere.
