I just happened to have watched First Avenger again yesterday and thinking back there was not one black character in the segment that took place in the 40’s. This could be very accurate.
His last name is Rogers which is English. He had brown hair and at no point in the movie did he eat a potato or spend his entire paycheck in a pub.
All evidence points to no.

In the comics Cap's parents were Irish-American immigrants. It's safe to assume it's the same for the movies.
a lot of people in Ireland have English surnames because of England's 700 year rule over the country which went on in roi until the 1900s

Well wouldn't it surprise you to see things that were illegal now legal? I mean for example, imagine suddenly waking up 70 years from now and seeing people freely smoking cannabis on the street, walking around with child spouses in the full nude. You'd be shocked too.
