I’ve always assumed it was iced tea because it is in a glass and has no milk in it but there is no ice and he’s gripping it by a handle so it is most likely hot.

Even if it's intended to appear hot, it's unlikely it actually would be. They often don't even let real actors have hot beverages during scenes (or even anything in their cups at all from time to time, and it becomes really apparent from the way they "drink" that there's nothing there but air), so I doubt they'd risk ruining the most important asset of one of their puppeteers for a Commercial or whatever this was originally

Abby's Cafe Pows were Cherry koolaid. Gibbs' cups have tea in them, not coffee.
