From the shape of it it's either a niqab or an abaya, they're both the same shape but the only difference is that a niqab has a veil that covers the face but an abaya doesn't and at this angle you can't see anything to differentiate.
It does speak for itself. With a little interpretation, you'll come to the conclusion that that's a father and his son playing in the ocean while the kid's mother can't do anything but stand and watch, held back from outdated traditions such as her veil, which don't apply to her husband, who's half-naked.
Actually if that woman wanted to be in the water then they make swim suits for women who wear hijab they’re not that expensive( at least in Egypt they’re not) and they would allow her to have a fun day at the beach while maintaining her religious beliefs.
I don’t think it’s fair to post a picture like this without any context and expect people to come to their own conclusions without all the facts.
This is only disturbing if the government or community is forcing her to dress that way. Otherwise, she is an adult woman who chooses to dress like that because of her chosen religious beliefs
