Yeah. A quick google search says the quote is actually from Kevin Alfred Strom and goes like this: "To determine the true rulers of any society, all you must do is ask yourself this question: Who is it that I am not permitted to criticize?" Never heard of him before, but just a glance at his wikipedia page shows you he's a really bad guy.

And clearly he doesn't truly rule your society
