After you leave basic you can have a phone. If you’re on a ship there’s no cell reception at sea, and even in port most areas of the boat will have poor or no reception. You’ll need a phone and card that work in the area you are at port. Nuclear subs tend to be stricter, some areas of a vessel or base may be designated no phones at all for security. When deployed for combat phones may be restricted, or during sensitive maneuvers. You can’t have your phone durring classes. Other than where it would pose a security threat or potentially compromise a mission or overall “trade secrets” Pretty much any service personnel who aren’t in very sensitive posts may carry and use phones as long as they are off duty or on leave outside of the limitations listed- provided they use “common sense” and don’t use their phone in places or ways that could endanger themselves or others, impede or distract others, or cause problems.
