I imagine if it had that huge an effect on a sentient humanoid species (that essentially is human except one or two quirks and can communicate on the same level as humans) it would quickly become illegal to use it in colognes and such, just as it's illegal to smoke indoors.
Given cats do not have to eat catnip to be effected by it, classifying it as requiring edible consumption to be illegal likely wouldn't fly in that type of society either
I've read different accounts. Some people seem to say it actually has drug like effects on cat brains. The other people suggest it has no actual effect on the brain, per se: what it does is mimic a chemical found in a female cat's urine, causing cats to go crazy in reaction (particularly males).
If it's the former, then let's put the entire feline aspect on hold for a second and think of it this way:
Imagine if rohypnol (or any drug, really) produced a smell, the effects of which, on certain people, would be the same as if they'd ingested in orally (or however else). Like if all Asians, or all people with red hair, or whatever else could literally be put into a state of near unconsciousness from merely being near the chemicals rohypnol releases into the air.
In thise circumstances I find it hard to believe that such a drug would be permitted to be used in cologne or anything similar.
