Usually the one who rearends is at fault but also the bone was going way faster than the cars it passed. Can't really say anything about the guy not stopping though

Could it be classified as a "hit and run" on the cars part since he wasn't going to stop?
Also, my states a no fault state meaning both would have been ticketed and repercussions on both drivers.

Also @that_creepy_guy the motorcycle driver was going the speed limit and the car cut across 2 lanes in front of him. Not his fault in any way, this gif is cut such that makes it look like he is speeding when he is not.

Is it just me or does it look like their both driving in the emergency lane? I could be wrong but coming from experience many motorcyclist drive too fast that you don't see them in time and when you try to change lanes they happen to be there. Impeccable timing indeed. Though I always have my blinkers on when doing so.
