It is a nail file it smooths the end of your nails so they are not sharp and snag on things or poke you.

Nope, the abrasive texture would make it either almost impossible for the layers to stick together or it would be extremely obvious they came apart

Thanks, our nailclippers have a metal part where it is abrasive so you can file your nails, I haven't seen this in my life
