They don’t let you do that with the shelter dogs in my city unless you commit to a 3-6 month volunteer assignment, which breaks my heart because sometimes I just want to play with them and make them happy for a brief, brief moment.

Yeah, but there's a reason for that. Dogs can get attached to specific people, and if you aren't willing to commit, and you don't keep coming in, those dogs can actually end up depressed because you stopped. It's for the dog's well being.
