The kid in the back is Reese, the second oldest son. The kid trying to weigh his head is Dewey, the youngest brother. I'm pretty sure the brown substance is chocolate.

I don't remember this episode specifically but my guess would be Reese was put in charge of babysitting Dewey or getting him to bed or giving him a bath or something in exchange for some reward and Dewey was making it impossible.
