That’ll be expense. The price of steel has recently gone up quite a bit thanks to trade tariffs.

Even if the wall was to be made of concrete (see other comments) one could easily interpret that as getting in legally becoming the easiest way to do exactly what he says to do which is the entire point of building a wall.
