I mean it's a clever design if you're trying to leave it out so it will pique someone's interest and they pick it up and read it. But certainly not instead of a tip.

They were designed to leave on the ground. Now, if you leave that, but put a real tip inside, fine.

May even be illegal. Counterfiting is legally defined as:
"To forge; to copy or imitate, without authority or right, and with a view to deceive..."
Leaving a tract with the intent of somwone thinking it is genuine currency is deception.
Printers of those religious tracts have been investigated by the Secret Service in the past.
