because donuts are not made by pressing a hole in the middle of a fully formed donut. Donuts are made in the shape the end as and the holes are a completely different item made separately.

I have a different theory. They punch the hole before the expansion that comes with rising and frying.

Funny @dcottingham but @bethorien is correct here, just in case anyone was wanting to know. Donut holes are often made with left over dough though.
