It's also written by a female, which I only mention because I have noticed a correlation. Female anime creators tend to be less prone to the "allow me to introduce this character tits-and-ass first, and remind you every 6 minutes that they do, in fact, still possess their tits, and potentially still possess their panties" issue I've seen crop up in countless other anime.

Obligatory disclaimer because for some reason this won't be obvious:
Not that all male anime creators do that, or all female anime creators avoid doing that (or don't do it in reverse with male characters), or that Hiromu herself DOESN'T do fanservice, but considering there's a character named LUST in the series that has a tattoo above her breasts and somehow manages to bring less attention to them than random side characters in other animes I've seen, it seems a decent feat.
The series does include fanservice that varies between which anime you watch or whether you read the manga.
I openly admit I never classified Armstrong as fanservice because
A) he's extremely ridiculous (but lovable)
B) his appearance is not exactly realistic unless you live entirely on steroids, so I didn't really think people considered him attractive/fanservice-y.

However, to add to that:
-Ed has several shirtless scenes (one of which is in a shower situation where iirc he's actually naked but there's some censorship via Al's armor, so you never actually see more than his chest
-Mustang has at least one shirtless scene, during the fight with Lust
-Winry has at least one scene (I believe there are two actually where she is naked in a bath. She also has a scene where she is taking off her top. Again, censorship
-Lust has a few scenes that focus on her breasts, as well as a joke in the manga that she can use them to crush nuts (I'll let you decide which kind
-Hawkeye DOES have a shirtless scene, however whether you want to classify this as fanservice is iffy because it's on her back, and the point is to show off her tattoo.
I wouldnt count hawkeye's and lust's, since they're both plot-based. Hawkeye's as you said was to show the tattoo, and Lust's is what her sin is based on
Eh, Lust has a boob-jiggle or two in brotherhood that aren't strictly plot-relevant, and aren't even present in the original anime, so I'd count them as fan-service-y since they're not strictly necessary
