Kaiser Wilhelm was obviously a huge piece of WWI but it was mainly because he didn't know how to run or stop the whole Bismarckian political machine that was in place when Otto died in 1898. If Wilhelm had replaced that big, sticky mess of treaties back then, when it made sense, the whole world wouldn't have gotten dragged in to their local politics 16 years later.
