Before anyone regrets in a tizzy, this sentence right here doesnt directly claim fault on the boy, it would've said if the boy was looking for trouble or something (though this is with outside information only)

Both dogs ate the boys arm, the quarantine and put down are because they now have a taste for human skin. Because it has been proven that dogs who ate human flesh do attack others, it's standard procedure.

Both sides of the story are pretty biased in their favorite. Mom's description seems out of character for the apparent dogs character.
The dogs sides seems a little weak for then to ripped his arm off. Chances are no one knew what was happening till it was done.

I looked at several articles at random across google and that is the only one I've encountered so far that tries to claim the dog went under the fence to get at the kid. It's also the only one where the dog is described as having "severed the child's arm at the elbow."
From what I have seen, the most consistently reported facts seem to be:

-The child stuck his hand through a fence, possibly chainlink, and likely with a sock covering his hand
-one of the dogs bit the hand, possibly mistaking it for a chewtoy. Whether a game or not a tug-of-war began, resulting in partial or complete severing of the boy's hand.

-The hand was not recovered. Police suspect it may have been ingested by the dogs.

-the dog owners attempted first aid, but ultimately the boy had to be airlifted to a hospital and what remained of the damaged area was amputated. Regardless of how much hand the boy lost, the dogs did not rip his arm off at the elbow.

-They have no actual idea which dog bit the kid. But according to I believe it said a friend of the family, it was the dog named Bear.

One dog bit him, they don't know which one. The current analysis seems to be it severed all or part of the boy's hand (and likely the dogs ate it after since it was not recovered). The boy was airlifted to the hospital and had part of his arm amputated to save the undamaged tissues
