What exactly did you expect them to do? Be bumfucked by italy and germany from all sides?

Exactly. They did what they had to do. They worked with the Nazis because the alternative was war. And the whole time, they were moving their resources to the mountains and preparing for an invasion, hoping to make it too costly for the Axis powers to conquer them.
