So he doesn’t deserve to make a living because he filled out the minimum criteria? Why would he fight harder for a min wage job? That is NOT competitive hire. That is a convoluted hiring system. I just don’t understand your logic.
Those are good questions, @1_puma. I own businesses and I've learned to add steps to my hiring process because there's a ton of nice-SEEMING people out there who turn out to be entitled, spoiled, lazy brat nightmares. I actually expect a lot out of my employees and I, in return, pay them well and give them great perks.

The thing is - this guy won't fight harder for a minimum wage job but the bar is lower so those are easy to score. He will put in what he thinks is "appropriate" effort to get hired and he will get a low-paying job. When he gets older, he'll hopefully figure out that the next level in life is all about jumping through hoops you don't understand yet, and that the better you are at it, the better your life will be.
Right, I am going off the premise that he is complaining about min. wage job markets. Anything above that, I understand he would need to put in more effort. My concern here lies only with how minimum criteria won’t land a min. wage job. If he wants to be lazy earning a living, then so be it. When he’s ready to work harder, then great.
Just wanna say I totally get @jasonmon but personally I've never had to jump through these hoops. That may be attributable to the way I find work; not by applying when help us wanted but by sending in my resumes and info directly to places I'd like to work at. Never had more than one interview before I either got the job or didn't.
