Everyone who has committed crime knows what they are doing is wrong, that's why we have lock in our door, for we can not tell the theft to stop stealing but we can prevent their actions with our own decisions.
You can't just tell a bully "don't hit me" and expect them to stop bc they want but you can learn Karate and punch them in the face.
Bad people won't stop doing bad things just bc you say so, you'd have to do more than just words.

But anyways, sometimes it's good to ban, say, knives, from an area. Just because you don't show up *planning* to stab someone doesn't mean you won't do it in the heat of the moment. Furthermore, banning something makes it so that if someone does it anyway, they can be punished.
