Mitch McConnell is the Senate Majority Leader and has the power to determine what will or will not be sent for discussion to the floor of the Senate. He essentially in charge of what laws will be discussed and passed because he's in charge of the largest portion of the upper legislative house, and his Republican colleagues will always do what he says. If he says they won't vote to discuss a topic like DACA, then they won't.
Just in case it’s also not clear- DACA is an offshoot of the DREAM act. Both are proposed legislature dating back to around 2001. The simple version is that DREAM would create legal amnesties for “illegal immigrants” in America who have lived in America since a certain age, and for a certain amount of time- meet criteria for military service or education level, pass certain standards for criminal history, and meet other eligibility requirements for “character and contribution” to the country. DREAM has been tried and failed to pass many times. DACA was a mini version which created an amnesty for certain immigrants who met strict criteria and were present in the USA between a certain set of years.
Pushed by executive order and never approved by Congress, meaning that it's legitimacy is ultimately up to whoever is POTUS.
