Waldo himself is on the farthest boat, and Vulture and Green Goblin are in the bottom corners

Odlaw is Waldo spelt backwards, it’s a recurring character in Where’s Waldo, he wears black and yellow. Wizard Whitebeard is the same, except a wizard. Look near the blue-white building for Odlaw and above Green Goblin for the Wizard

I thought Vulture and Goblin were the ones looking so I didn't point them out. And yes there's a plot to the Where's Wally books.
