Here's another of my paintings, I feel like someone could make a meme out of it?

Can you describe the meaning behind it?

I was thinking about those old old fashion magazines with the painted pictures instead of photography. They'd always have cheery women with coats and gloves and a matching umbrella and a little dog, so I thought "instead of the dog..."

And those are supposed to be police lights behind them btw
