Tbh asking for a vacation just one week prior is pretty inconsiderate to the colleagues who will have to fill in for you as they might've had other plans already. It's much better to ask a few weeks or a month in advance.
However judging from the conversation, it looks like maybe they decide on the spot, seeing as the boss gets to decide if it's a good time or not. Maybe that's how it works over there. Also clearly the boss has been refusing to give this person a vacation to the point they were willing to quit rather than come to work for one more day, so I'm not feeling bad for him/her. I am feeling bad for the co-workers who will have to compensate for the absence, though.
That's a good point there though, I never, ever took more than three days off without a months notice, if this person is asking to leave for five days or something like a real vacation, asking the week of, when the schedule is already done, is just ridiculous
