I actually learned about this thing FROM video games. Specifically "Amnesia: The Dark Descent."

The rumor is that the creator of the bull presented it to the ruler of the time and told him it would create the sweetest, most pathetic bellowing sounds when the victim screamed, much like a bull. The ruler apparently was either disgusted by this, or perhaps was just particularly cruel. He ordered the creator to demonstrate. However, after entering the bull he was locked inside and a fire was lit.

Whether it sounded like a bull is a mystery, but supposedly before the creator died he was released from the bull, then escorted to the top of a cliff, where he was promptly thrown to his death.

It is also unclear to me, in hindsight, why in hell a torture device designed to sound like a cow would be used in "The Choir" area of the Amnesia game, given the point of the choir was to send the sounds of the victims to terrify other prisoners.
Granted, maybe all the victims knew exactly what the sounds meant, but seems unlikely and an odd chance to take. Anyway that's enough conjecture on my part
