Well technically it’s not that no fun is allowed- it’s that ikea is a private business and having that many people play hide and seek is not only disruptive to their business- but a liability. If you want to continue the game, you can invite those people over to your house. IKEA, or some similar space may also be willing to allow you to rent the space for a period to play. Likewise- if you ask permission they might even allow you to for free providing it is at their discretion.
